Hong Kong Committee for Pacific Economic Cooperation Youth Programme 2024/2025 Model PECC – Innovating PECC through Youth Voices

In today's globalised and interconnected world, regional economic cooperation plays a vital role in driving development. As a leading financial, trading, and service hub in the Asia-Pacific, Hong Kong is pivotal to the region's economic integration, flow of human resources, environmental protection, and sustainable development. For Hong Kong to continue to thrive and stay competitive as one of the world's most liberal economies, it is crucial to include the voices of young people – future pillars of our society – in shaping innovative and pragmatic strategies for regional cooperation.
This programme is presented by the Hong Kong Council for Pacific Economic Cooperation (HKCPEC), with The HKFYG Leadership Institute serving as a co-organiser. The programme aims to deepen young people's understanding of regional economic development and the role and contributions of Hong Kong in economic and trade development of the Asia-Pacific region. The Programme provides aspiring articipants the opportunity to conduct research and engage in discussions on issues related to economic growth and development in the region, motivating them to think creatively and contribute meaningfully to the dialogue on regional economic cooperation.

Upon completion of this programme, participants are expected to:
- Acquire a deeper understanding of trade and economic development in Hong Kong and in the Asia-Pacific region;
- Broaden their knowledge of the Asia-Pacific region's economic and trade cooperation;
- Cultivate innovative thinking and analytical perspectives on regional economic cooperation, and Hong Kong's role therein.
Seminars and Workshops
Expert-led seminars to provide participants with fundamental knowledge
of the programme themes in relations to the Asia-Pacific context.
Training workshops are expected to enhance participants' skills in:
(i) research methodology and analysis,
(ii) policy lobbying and implementation, and
(iii) presentation, preparing participants for the next stage of the Programme.
24-hour Case-studies and Presentation
- Teams will have 24 hours to produce a written report (max. 12 pages in
Chinese or English) on a given topic related to the Programme themes. Top 25 teams will be invited to present their reports before the adjudicators. - Top 12 teams which deliver the best reports and presentations will be
advanced to next stage.
Model PECC
- A 2-day-1-night immersive experience of Model PECC.
- Two advanced communication skills workshops to strengthen participating
teams’ negotiation, facilitation and consensus-building skills.
- Teams will have 24 hours to research on a designated topic, and present their findings as one of the member committees of the Pacific Economic Cooperation Council (PECC).
Eligibility:
- S.3 – S.5 secondary school students;
- Participants should form teams of 2 to 3 people;
- Participants may join through their school or form their own team;
- Each school may have more than one team participating in the Programme.
Programme Duration: March 2025 – July 2025
Application Deadline: 10 March 2025
Awards:
- One Champion team: a book voucher worth HK$6,000, and a certificate;
- One First Runner-up team: a book voucher worth HK$3,000, and a certificate;
- One Second Runner-up team: a book voucher worth HK$1,500, and a certificate;
- Three Best Speakers Award: a book voucher worth HK$1,500, and a certificate.
Exposure Activities for Winners:
The winning teams and best speakers will be sponsored to either:
- Outbound exchange opportunities (e.g. APEC Youth Summit, visit to PECC Headquarters and International Conferences) OR
- Leadership Programme organised by The HKFYG Leadership Institute or The Hong Kong Federation of Youth Groups
Winning teams and best speakers will also have priorities in international or local programmes organised by The HKFYG Leadership Institute or The Hong Kong Federation of Youth Groups, such as Policy Address Online@M21, Fiscal Budget Online@M21, High Speed Rail Trip, etc.
